I have to change your sentence a little, it should
say, "center tap OR one side of a delta."
The code doesn't require that that I know of.
There are LOTS of un=grounded delta systems. BUT, if
you have one it HAS to have some sort of system to
alert you if one leg has gone to ground, many don't
have that! And such a fault is a BEAR to find.
