Rick,
Use a 20VAC transformer(s), a full-wave bridge rectifier, and a very large computer-grade filter cap.
I don't see how you can do this with 13.8 volt transformers.

I need to build a 28 vdc supply for my ART-13. Does anyone have or know
where I can find a nice hefty piece of iron for this project? I have
the transformers for the high and medium voltage supplies, however, I do
need a couple of chokes.
Has anyone had success using several smaller transformers, say 13.8 @ 3
amps in parallel and series to achieve the 28 volts and appropriate
amperage? I have a bucket full of small 13.8 volt transformers, but
they are only rated at 3 amps.
