Last year, and possibly starting in 2004, E C & M magazine 
(Electrical Construction and Maintenance) ran a long comprehensive 
series of articles on bonding and grounding which explained the 
intent and content of the Code in layman's language.  The series was 
authored by Mike Holt, who makes his living explaining the NEC to the 
electrical trades.  I have passed on my issues to my neighbor who is 
a City electrician, so I can't quote chapter and verse, but if you 
can find either a good library, or electrical trades school, someone 
should have those issues, or try www.ecmweb.com.  I remember the 
issue of common neutral/switched neutral being discussed for 
emergency power sources, and the specific grounding and bonding 
requirements for each case, and the whys and wherefores.  I would not 
attempt to quote from memory, as it was not a simple argument.

Don't ask me why I receive the magazine, and no one in the San 
Antonio Public Works electrical department does.  However, anyone 
dealing with electrical systems will find the magazine very 
informative on Code matters particularly, plus descriptions of new 
products in the electrical trades.
