Yes, and they are not terribly stabile.  I've tested old ones that are 
supposed to be around 60 volts, and they tested at 80 to 120 volts. 
They slowly drift up with use, and are supposed to be changed every 1000 
hours.  Maybe it has to do with the small gas volume.  They are not 
supposed to be operated over 2 ma, or is it 0.5 ma...  Much better 
regulators are available.
