To wrap this up, I do not find the designation NE 43 in my reference.  It may or may not have been issued back in the 30s, when Neon bulbs were nomenclatured.  

The NE 48, which is often used in the antenna static discharge application suggested, is a double contact bayonet base, T 4½ bulb, and the electrodes are kind of tent shaped.  Somewhere, I have one removed from an RCA reeceiver which suffered so much RF that the supporting rods softened, and the electrodes are now at right angles to their original position.
