A lot are not there because they would come off.   A bored radio operator
would often use a pocket knife to remove the plate,and reinstall it 
upside down
one minute, and right side up the next.   Sometimes a nice note would be
writen on the back.  Actually, there were circumstances where the country
of origin wasn't to be visable.  But not many.
