That's true, but there are other reasons for the difference in availability 
between Navy and Signal Corps gear.  First, there was a roughly 20:1 difference 
in the acquisition rate.  Second, except for Naval Air, when the Navy 
decommissioned a ship, more often than not it went to the mothball fleet with most 
gear still aboard.  When the Army retired a vehicle, more often than not they 
scrapped or surplused out everything in it.  So a lot of the Navy stuff (except 
for aircraft) filtered out slowly over the years, as the ships in the reserve 
fleet were finally scrapped.
