[Milsurplus] RF Communications 403 info?

I'll be doing a web search later, but anyone have a subjective opinion of the RF
403 VHF two-channel transceiver?  The 8509 PA tube is cracked, but it's
otherwise good.  What frequency is this thing, and is it worth hunting up
another PA tube?
