[Milsurplus] PRC-9 question

I'm working on a PRC-9 that has the tx freq off the rx freq by about
200 kHz. Thinking that an alignment was in order, I started running the
procedures in the documents I have. But, the first step is to align the dial
drum to a mark on the end of the scale. Mine is off so should be changed. But
the procedure calls out a "spanner" and wrench to do the job without damage to
the gears, but no explanation on what these tools are or how to apply them. Is
the "spanner" just a small open end wrench, and if so, how is it used.
