I'm not sure I have a mental picture of exactly what you are describing.  In any event, I have seen up to 4 MFd film capacitors, and some high end motor shops still have new low value oil filled capacitors.  Finally, there was a thread (with a lot of misinformation and hysteria) on another reflector about the possibility of those old oil filled caps containing PCBs.  So, don't drink the drippings, and wash up after handling them.
