AHA!

I think this story can relate; it all depends on your point of reference.  I was involved in the design and construction of a mobile DF system for an overseas customer.  We did a good job using the very latest RF hardware, and got excellent results.  The customer came over and gave it a run through and accepted it.  Shipped it to them, and a couple of weeks later, we got a message complaining thet the system was "noisy".  It took about a month to get to the bottom of that, it turned out they had never previously had a mobile small aperture DF system which would hear down to the external noise floor.

I'll bet the complaint about the RBB was based on the improved performance, and the margin was likely not needed if the paths were chosen for 100% reliability.

Again, the difference between a communications circuit receiver design and performance and an intercept receiver characteristics play a part.
