It probably also depended on what the Navy could get their hands on. I
would bet that it was not until 1942 when RB*s starting coming out of the
Federal and RCA factories in large numbers. By 1943, there was likely no
shortage.

BB59 received some of the first RBBs and RBCs from the start, but I
suppose the Capital ships had a little more muscle to get the good stuff.
