After calling many, many locations I discovered a 15 mfd @ 660 vac 
capacitor is a rarity.  Most everyone has capacitors to 440 vac, but 
nothing higher.  CDE makes them, but they have a BIG minimum!  So, in 
order to get the cap it will be expensive or lucky.  That being said, I 
decided I need to know more about the transformer just in case the 
capacitor that was mounted haphazardly is really the correct value.  It 
was wired in with #24 hook up wire whereas everything else uses #14 
plastic insulated wire with connectors on the ends.  I am lacking one 
vital number, the inductance of the winding on which the capacitor 
connects.  I can calculate the inductance using the 15 mfd capacitor, 
but that proves nothing considering it may not be the proper one.  Also, 
after rechecking the cap, I don't think it's shorted.  It could be it 
gives way when the ac voltage is applied, but I don't think so.  When I 
attach it to the transformer winding it draws in excess of 45 amps, so I 
know that's not right.  Do you think it is  possible this is the 
incorrect capacitor and that's why it's acting as if it were partially 
shorted when attached since it would be out of resonance? 

I did a little more cleaning on the transformer and found the following 
numbers:

BX 5847 A
15-05-0002

Except for the primary, secondary, center tap and "cap" labels that is 
it.  Does anyone recognize these numbers as a certain manufacturer's?
