Clete,
The BUFF was an overgrow B-47 Stratojet that had drooping Wings with out
riggers much like todays U-2/TR family.
On the takeoff roll they all have to get the wing flying FIRST to lift
the airframe and the weight. So at speed the wing lifts its eight and no
rotation is required the plane then is flown on bug speed for the weight
and configuration.
If the commercial aircraft did that and the little old lady from
Pasadena looked out and saw that wing doing that she would have reached
a pucker factor of 10++++, so the wing is stiffer and you have to rotate
the aircraft to get the wing to the angle of attack to make the mother
fly on bug speed for the weight and configuration.
But for the facts of life if the wing did not flex in flight in an arc
of plus 10 to 12 ft.and minus to 4 ft in a B-747 you would have very
rough ride. FYI The B-777-LR stress plane went to over 24 feet positive
to 154% of it design before it let go and blew up. in the test rig.
