Oopsie!

URLS beginning "file:" are local to the computer on which the file resides,
and can't be used from any other computer (barring Samba, smbfs, NFS, and 
AFS file mounts, of course). 

So I, for instance, can't use the "file:" URL you've posted, because I 
don't have an "F:" drive on this FreeBSD system, and if I did, it wouldn't
necessarily have the file to which your URL refers.
