[Milsurplus] Identify some small modules?

I agree that these sounds like VRC-19 modules.  They are a similar 
electrical design (same tubes) to the motorcycle radios but packaged much 
differently.  Each part of the circuit is in its own module.
There are some photos of the set here but they don't show the modules.
