The SR-2020 nomenclature indicates and CAGE code confirms this receiver 
was made by Applied Communications aka ACL a Washington beltway defence 
electronics contractor, it's probably a surveillance receiver of some 
kind.  Their later receivers had digital displays and keypads, so my 
guess is this is a "headless" version intended for computer control.   
Frequency coverage would be another guess - but 30-1000 mhz was a common 
range.
