Eureka! Mike's data shows that the 800-1 generator feedback voltage 
should be taken between the series capacitor and the load.  This 
connection is not brought out in the TBW transmitter, so the generator 
feedback connection was made to the TBW input, which is between the 
capacitor and the generator, thus the feedback voltage is load voltage 
plus the capacitor quadrature voltage.  The consequence is that the full 
load transmitter voltage is always low.  This was not a problem with the 
TBW engine-generator because that generator is a saturated-pole design 
not having a feedback winding.  Tomorrow I will properly adjust the 
carbon pile regulator, and hopefully that's the end of my problems.
