I made some measurements:
DC input voltage, and output frequency, key-up/down
31.4/29.9 vdc     937/862 cps
28.8/28.1         895/836
27.6/27.3         872/822
25.9/25.7         837/811

The input measurements were made at the power source, and will be a few 
tenths of a volt lower at the inverter.  Anyway, speed regulation isn't 
bad (3.2%)at nominal 25-26 volts input, and surprisingly increases with 
increasing input voltage.

I note in the TBW instruction book that the generator in the 
engine-generator set is a saturated pole design, designed for minimum 
reactance and good regulation with changing load.  The 800-1 is not, and 
maybe the reactance is changing with load.  I am glad I enjoy challenges...
