I saw that too, and thought "Oh no! That tops it!"
But i remembered about Arthur Gibbons telling me about going with some FCC
men around upstate NY looking for the source of a mysterious noise that had
been heard up to 400 miles off the East coast, and was DF'd to NY. Turned out
to be an electric fence. But they were absolutely serious about tracking it down.
I got the impression it was not so much from being a noise source as being
"mysterious". Those were special times, with the blackouts, warning posters,
roundups of potential threat citizens, taking shortwave bands out of some peoples
radios, coast watchers, submarine rumours, fear of sabotage, factory buildings
done in camouflage, etc.  People get carried away; things get overdone.
