Whether or not the Kriegsmarine did this or not is completely unimportant.
What is important is if the Allies thought that maybe the Germans could
have done it.

It very well could have been, and Scott certainly was playing along
(would you want to turn down all that patriotic business?).

I think it was a real concern, perhaps built on some shakey ground,
maybe a calculated formula with probablilities of intercepts vs. ship
sinkings, and that Scott did nothing to lessen the concern to boost
sales..
