A speculation on this question:
"Higher Ups" in any organization are bad about listening to
"experts" about things that look good in the college room
and on the black board, but are absolutely bogus in the field.
They then pass down orders based on this "pie-in-the-sky"
junk and everyone wastes time and money trying to make
it work ( a certain UHF simulcast system in a mountainous
environment comes to mind).
What are the chances this "DF on the LO" idea was
one of these boondoggles that never really worked,
but caused a big, panic reaction when the Allies
heard of it?  It's a lot more likely than you
might think, IMHO.
