Further, and probably equally important, DF'ing on receiver radiation 
requires some expertise and understanding, which was in very short supply 
während das Weltkrieg. (during the war)  Men were barely trained, and few 
would understand what they were doing.  (Am I too pessimistic?  I am mindful 
of the guys who landed in the Sahara, and various places in the oceans.)
