I don't understand how the "plausible denial" or "disinformation" thing 
worked. Surely it didn't fool the Kriegsmarine; if the technique worked,
they surely would have been using it, and we'd know about it.   
If this was to deceive the American public, what was the payoff  in that?

I see it as simply overcaution, maybe paranoia, "Loose Lips Sink Ships" and
all that, in a period when shipping losses were seemingly unstoppable and
ships were being lost faster than they could be built.

A humorous thought: German WW2 radio receivers with warning plates
on them:  "Feind Hoert Mit".
