not strickly so. it forms the basis of the 19 set key, but is also used in many other applications and is quite common, around £6 or, in monopoly money, $11

The 19 set key should be housed in a touch proof covering as the key switches ht voltages and they could not trust squaddies (grunts) to operate then without getting the odd shock, hence the cover.
