That's too bad. It took a lot of time to scan the whole thing and not to do a
definitive job seems foolish. Likely they farmed the job out, perhaps to Asia.
OTOH, scanning to preserve B&W pictures is not trivial. I've done some and it often
takes two or three tries to get both the high and low lights to come out well. If the
operator is not technically skilled, they may not notice the loss of information.
