[Milsurplus] milsurp? tuning dial

At the Dixiefest (held in Southaven, MS, just south of Memphis, TN this year), I
got a ~4x7" tuning dial which is marked from point-15 (probably mc) to 12, in 5
bands, numbered inside to out. It has a geared reduction drive from a knob with
3" skirt and dial lock, three mounting studs out the bottom, and an odd dial
stop sticking out the rear, composed of a series of disks with little flanges on
them.
While the dial itself has no markings I could find, the box has a wealth of info
on a label:

Anyone recognize this thing - i.e., what it goes to? e
