The comment about 'coated' is perhaps a clue. If the sub were coated with a
compliant layer, it would significantly reduce sound transmission by a big
mismatch in the speed of sound at the interfaces between the steel hull and
compliant layer, and again by the interface between the layer and the water.

Problem is, how do you keep a layer of rubber or some such, compliant under high
water pressure??  Glass micro spheres?
