I don't know for sure but I don't think so. The US gave tons of equipment to
the French and others under NATO but I'd be very surprised to learn that they
sold radios to civilians. Much of it was still in warehouses in Europe into
at least the 80's. The guy I was referring to was in AAF/USAF and working in
avionics (or radio repair) at the time. He just walked in and signed for it
(and an ARA BC band receiver that unfortunately he did modify). And then later
brought them home with him.
