[Milsurplus] PBY restoration

H&P has flown (and Crashed) PB4Y's, B-17's, C-119's, KC-97G's, C-130's,
tigercats, A-20's, and just about everything else they could get into the
air without putting any effort into. They've pretty much single-handedly
ruined the large (type III) air tanker program with their non-existant
maintenance program.
