I am pretty certain that it was the push by Gen Curt LeMay
to move to SSB due to the increased efficiency/range that
was offered by SSB. In those days, SAC (Strategic Air
Command) headed by LeMay was virtually all-powerful in
getting what it wanted/needed. If I remember correctly,
Gen LeMay (a ham himself) got Collins KWM-1 transceivers
installed in a few SAC aircraft as a means to demonstrate
the improved range and the rest is history.
Another SAC General, Butch Griswold, was also a ham.

I think I'm missing something here. I wasn't aware that the FCC had any
jurisdiction over what the military or the government did with their
frequencies. Perhaps the military just chose to also stop using AM?
After all, I think the AF was the first major user of SSB. Or could the
FCC somehow dictate what everybody would do on HF? Or was there
a major international agreement affecting everybody? I wasn't active
during that period, so I don't have any memory of what went on.
