John,

Low A+ from the PE-104 is almost always caused by the selenium rectifiers.  
I've found very few bad capacitors in either them, the BC-654 or the PE-103.  I 
went through half a dozen NOSB PE-104's last year without finding a single 
one with good seleniums.
