Two comments...They use 24.8 kHz (NAA in Cutler uses 24.0 kHz) and that is 
VLF (3-30 kHz) not ELF (300 Hz-3 kHz, with ULF being 30-300 Hz).  These are 
the ITU definitions.  Though some call both ELF and ULF as ELF, that is not 
within the technical definitions; but no one refers to 24 kHz as as ELF.
