That's been my experience too.   Almost seems like the equipment was DESIGNED 
to limit the modulation percentage.   Some simple component changes in the 
input circuit will correct the situation in the ART-13, see ER #109 (May 98).   
For other rigs including TCS, BC-441 and BC-375, 
I hide a small transistor pre-amp inside the chassis which solves the problem 
completely.   For the circuit as applied to the 375 and other comments on 
taming this set, again see ER #109. (Note there is an error in the diagram shown 
in Fig. 3.   The lead providing power to the pre-amp should be connected to 
the junction of 1193 and the added 100 ohm resistor, not   to the junction of 
1145 and this unit.)
