I've been "bit" 4 times with: 2 plain non payers, 1 refusal to pay the
Post Office charge "it's too high", 1 communications line went dead ....3
were from France and that's it.

I had a problem with a bidder from France. I was selling two 
special computers which can't be exported, stated no shipping 
outside USA, and the guy still bid on and won the auction, then 
he kept giving me French addresses one of which was a company on 
the "does business with terrorists" list with the US government, 
and he then would not respond timely to e-mails. weeks later he 
gave me some address in New York, but I had already told him no 
and sold the things to anoter person. Then he left nasty feedback 
in French. what an idiot.
