Most likely he got handed a truckload of SCR-177, SCR-543, SCR-284, and 
SCR-593, and told "Use these. It's what we can give you." That's a T-shirt 
I have multiple copies of.

I'm reminded of a lovely old Virgil Partch cartoon showing troops in the 
field running to some airdropped boxes, where one soldier has a box open
and shouts "Hot damn! Requisition blanks!"
