With the number of vacant codes, it might be conceivable
that second position codes up through 10 might eventually
be needed for USA stuff. About the time we colonize
Jupiter, probably. (;-p)

That is absolutely correct. I did not
mean to imply that 00 and 01 were not.
But NSNs could have other than 00 and
01 as the country code, although I'll admit
that it is probably unlikely to see the
other codes on material in the US.
