[Milsurplus] Softening hard coax

Duh!
John, you are so right.  The cable is about the size of RG-8 so that is
what I saw!  The shielded wire I am use to seeing is about the size of
RG-58 and indeed rubber covered.  So, part of the mystery is solved! 
Time to check the web.
