Confidential...roughly today's SECRET level, depending on the criteria 
used to compare.  I placed a photo of one of mine with the envelope they 
came in at http://aafradio.org/docs/ZB-_Homing_Decode_Card.jpg.  The 
cards are 5" x 8", on a plasticized stock I can't quickly identify but 
have seen before in WWII equipment.
