Hi Alan,

There are a couple of ways of doing it.  One is as you described.  Many 
restorers also use "white Out" or similar correction fluid. My advice when using a 
loquid is to try it on a small spot on  the pabel or on the rear of the panel 
to make sure it will not react with the paint when you try to remove the 
excess.

Another trick I have used with some success it white wall tire stick.  This 
is like a crayon and is available at many auto supply stores. It is used on 
raised lettering on show car tires. Just rub it into the  recessed panel 
lettering and then remove the excess.  For that matter, I guess a white crayon would 
work just as well.
