Well.....

Current common practice among the squadrons at NAS Whidbey is to take along the 
authorized gear....and what ever they have managed to steal, hide, or otherwise obtain 
above and beyond what they are authorized....

Around here, the Navy does not repair any of the electronics....any box that tests bad gets 
sent to a civilian contractor for servicing....leads to extreme shortages of working 
equipment.....
