I found my manual for this equipment. The commercial model designation of the ebay item is rack E-13B of the A.R.C. Type 15C VOR system. The A.R.C. manual is dated June 1951.
On the left side goes a model R-13B 108 - 136 mc receiver. On the right side goes a model B-10A signal converter. The manual points out that the R-13B can also be installed in AN/ARC-5, SCR-274-N, and ARA receiver racks, so that means the left side of the E-13B could be used for receivers of these series also.
The R-13B is very similar to the Type 12 R-15A receiver, except that the R-15 makes all connections through plugs on the front panel, and it uses a simpler mounting system.
For anyone looking for A.R.C. connectors, the ebay item photo shows the following post-WWII keyed connectors (not for WWII gear):
12098 8 pin
12338 6 pin
12370 2 pin
12128 4 pin
12330 8 pin
