[Milsurplus] PP-86E/TXC-1 info needed.

I run across the strangest things: I have in my pile one of the subject 
items. It looks like a combination power supply and speech/amp 
modulator. However, I can't find anything on it in the manuals I have 
here.

Can anyone fill me in on the details?

It has some 7C5s in it, among other things, and looks to be in un-
modified, operable condition. It also has a large cable attached.
