Roger,

Not really.  You might, given appropriate crystals (which won't be in the 
CS-137), push it a little above 28.0 but not much.  The set that you would want 
for 10 Meter coverage is the BC-659.  And depending upon which PSU you have, 
you might have to find another one of those, as well.  The PE-120-(*) runs 
either radio.  But the PE-97 only the BC-620 (and PE-117 only BC-659).  Although in 
point of fact, the only differences between the two PSU's are the nameplates 
and a few resistors.  

The BC-620 does cover 15 Meters.  But I don't know whether FM is legal on 
that band in the UK.
