Back when telegraphy was the primary
mode for long distance toll circuits the
Bohme(?) people manufactured a series of
keyers and pen receivers.  It may be that
the format for the TG-34 was standardized
way before WWII.  (Reason for the Bohme
equipment was the CW could be sent and
received at a very high rate, many times
higher than an operator and a Bug(tm)
could do.)  Baudot and his code for teletype
came along later.
