Two suggestions:

Canvas shop which custom makes sails for sailoboats.  Excellent one in Vallejo, CA.

Many years ago, we went looking for an inexpensive upholstery shop here in San Antonio.  Found a fellow who had the industrial sewing machine in his garage, and could cut and sew most anything you could come up with.  Don't know where you find the waxed cotton canvas these days, though.
