[Milsurplus] FOX broadcasts WW2

SEA CLASSICS (magazine) article of Sept. 2005 seems to be saying that
FOXcasts began right after Pearl:

"9 December. Our radio watches were now 24 hours a day as the Navy
Radio Statiion, Radio LuaLuaLei, set up the FOX schedule. We had to
copy every message and take action on those of our concern.  The five-
letter groups were not new to us, however the captain wanted messages
to others decoded [also] so our decoding officers got a workout on the
electronic coding/decoding machine, called an ECM. "

I have never heard Navy radio Hawaii called that. Usually just "Honolulu"
or "Pearl". I assume all under NPM call sign.  Do i seem to recall some 
name such as "FRPAC", Fleet Radio Pacific ? Was that a designation
developed later in the war?

What do letters F,O,X represent? Is this just the phonetic for "F",
first letter of "Fleet Broadcast" ?

Also this oddment:

"12 December. Several snipers shot at us from the shore.....now and then
we would see bursts of machine gun fire along the water's edge as these
diehards were taken care of......"

This while cruising off Hawaii coast. After seeing that, i had to double-
check the article to see what island group it referred to, and when! I 
suppose this is just some of the hysteria in the aftermath of Pearl attack?
