Yes, they were issued to some people in WW II.
I have my uncle's WW II navigator/bombardier's survival kit from his
trips over Europe in WW II and it includes a signal mirror.
Signal mirrors go at least as far back as the Civil War.

Went out and bought Island in the Sky last night. Great movie
and the technical nit picks did not take away any from the
enjoyment.
One of the things I wondered about, were signalling mirrors issued
in early WWII? It seems to me in the scene where the searching
aircraft flew over, but did not see the downed crew, would have
been a perfect place for them.
