Local and other gov't agencies always have first right of refusal on all
gov't surplus.  No matter where in the sales chain it is.  If the DEA wants
a surplus Army helicopter, it's their's.  If they sold you a radio, and a
local school district wants it, it's their's.  And your sale goes into thin
air.

Being a big free-market guy myself, I feel all surplus should be at open
auction to the highest bidder in order to get the most $$ for the taxpayer.
