That has merit over low-conductivity ground. See pic of SAQ Sweden's
17kc Alexanderson. Only uplead fm center radiates, mile of towers
support capacity hat... tho it's not evident SAQ operators perceive it.
But above a conductive (metal) surface, not the same. Here the 'horizontal
component' becomes conductor in a transmission line where it's
mate is the math image beneath. Capacity is conductor-to-surface.
Ships used off-center cap-hat / xmt-line principal @ 500kc since
before Titanic. At least steel ones.

Sure true as AAFradio points out on B29. HF antenna goes fm under
wing root to end of one horiz. stab. Here the "riser" is just
turned 90 deg.s. Perfect ground is plane's hull.
